World War II had appeared to pose an unprecedented threat to human civilization and gave impetus to the renewal of the former U.S. President Wilson's vision after World War I of an international organization to keep the peace. Although that organization, The League of Nations (1919), ultimately failed due to the U.S. not joining because the public and government wanted to persue an isolationist policy at home by not involving the U.S. in any foreign affairs. Organizing efforts were begun even while World War II was on. In June, 1945, 51 nations were represented at the founding conference in San Francisco. In October, 1945, the United Nations (UN) was officially established. Unlike the League of Nations,formed after World War I, the UN had the full support and leadership of the United States. The Soviet Union and all the most significant nations of the world were members. With no real police powers or a standing army, the United Nations is limited in its effectiveness for situations in which a military action is necessary or needed to keep peace when used as a deterrent. One of the most successful outcomes was the creation of a document outlining people of the world's human rights. It was called the Universal Declaration of Human Rights.

The firstdraftoftheDeclarationwasproposedinSeptember 1948 withover 50 MemberStatesparticipatinginthefinaldrafting. Byitsresolution 217 A (III) of 10 December 1948, theGeneralAssembly, meetinginParis, adoptedtheUniversalDeclarationofHumanRightswitheightnationsabstainingfromthevotebutnonedissenting. Hernán SantaCruzofChile, memberofthedraftingsub-Committee, wrote:
